Background of the Study
International development policies have increasingly focused on gender equality, with organizations such as UN Women leading initiatives to empower women and promote equal opportunities. In Abuja, UN Women initiatives have been instrumental in addressing gender disparities in education, employment, and political participation (Adetola, 2023). These initiatives include capacity-building programs, advocacy campaigns, and policy reforms designed to dismantle structural barriers to gender equality. By fostering an environment that encourages women's participation in all spheres of life, these policies contribute to sustainable development and social justice. The integration of gender perspectives into national development strategies not only improves economic outcomes but also enhances societal well-being. However, the effectiveness of these initiatives can be hampered by cultural norms, limited resources, and resistance to policy changes. This study examines the impact of international development policies on gender equality in Abuja, evaluating the successes and challenges of UN Women initiatives and their broader implications for national development (Okeke, 2024; Musa, 2025).

Statement of the problem
Despite concerted efforts by UN Women and other international agencies, gender inequality persists in Abuja. Deep-rooted cultural norms, inadequate implementation of policy reforms, and limited access to resources continue to impede progress toward gender parity. This study seeks to identify the factors that hinder the effectiveness of gender-focused development policies and propose measures to enhance the impact of UN Women initiatives in promoting equal opportunities for women (Adetola, 2023; Musa, 2025).
